This is a borderline case, and it could be Robot too. The T5 Core Rules makes this pretty explicit. There are the VehicleMaker and ArmorMaker rules, but anything you can't create with those rules, use the ThingMaker rules. And this has trickled into the Wiki, where if you can build the item with whatever vehicle construction rules you are using gets an InfoboxVehicle, but all the ThingMaker items get InfoboxGoods.
