Nu-kua has a Class B Starport, a good quality installation which includes all the expected amenities including refined fuel for starships, brokerage services for passengers and cargo, and a variety of ship provisions. There is a shipyard capable of doing annual maintenance, overhauls and most kinds of repair, and construction of non-starships. Most ports of this classification have both a Highport and a Downport.

Nu-kua is governed by Self-Perpetuating Oligarchy. A single family or small group provides the leadership and important positions within the government. These positions are inherited by members of the group or by their relatives. The organization may be a monarchy, with titles passed to family members, or a plutocracy where inheritance of the family fortune includes government position. Alternatively, the organization may be a more typical government apparatus, only with positions of power inherited.
Each Mercantile Concord member system forms a political faction. Alliances between member systems occur and dissolve regularly as the political and economic fortunes of each change. While member systems will quickly unite against an external threat, internally they are prone to intrigue, disunity, even warfare.

The various worlds, corporations and shipping lines of the Concord have their own security, military and naval forces.
World Law (L)[edit]
Nu-kua has a moderate law level with laws covering many areas of government and interaction. These laws are simple enough that most people can act as their own advocate, though for serious issues a professional is recommended. Law enforcement officials will be present, but not in great numbers. Light assault weapons, and anything more destructive, are typically regulated or prohibited.
