World Starport[edit]
Khad Khabar has a Class C Starport, an average quality installation which features amenities including unrefined fuel for starships, some brokerage services for passengers and cargo, and a variety of ship provisions. There is a shipyard capable of doing maintenance and other kinds of repair. Ports of this classification generally have only a downport, unless this is a trade port or system with an hostile environment mainworld.
In the 990s, Khad Khabar had a B-class starport facility; it was downgraded at some point over the next century.

The Downport (Khabrai Central) is situated at the capital city of Khabrai, a semi-subterranean conurbation with some 32 million inhabitants. As well as the seat of planetary government, Khabrai is the only large concentration of high-tech equipment (brought in from offworld) and the centre of the world’s ground defense nexus.

The world's 700 million inhabitants are ruled by a planetary governor appointed by the Grand Duke of Stoner, and her advisory council, all of whom are elected from the general populace and specially trained for their role. Their decisions are implemented by an unusually effective bureaucratic office, with all major issues overseen by Ducal Overseers reporting to the court of the Grand Duke.

The Grand Duchy of Stoner has a single armed force, the Ducal Household, which encompasses ground troops, security personnel, naval forces, emergency services, and royal couriers.
