Debort is listed as Balkanised. It does technically have a centralized government, known as the Debort Central Authority, but this is extremely weak. Most of the world's land is parcelled out as property among the 18 separate families of Solomani descent who truly control the planet. Each of these families has absolute and distinct authority over their respective territories.
