Costen was colonised by the Corellan League in 639, two years after nearby Chang.
World Starport[edit]
Costen has a Class D Starport, a poor quality installation which has few of the expected amenities. There is unrefined fuel for starships and a limited variety of ship provisions. There is no shipyard of any kind, but there may be parts and technical support for doing minor services and repair. Ports of this classification generally consist of only a downport, unless this is a trade port or system with an hostile environment mainworld.

Costen has a population of 40,000 sophonts (tens of thousands).

World Government (G)[edit]
Costen is governed by Self-Perpetuating Oligarchy. A single family or small group provides the leadership and important positions within the government. These positions are inherited by members of the group or by their relatives. The organization may be a monarchy, with titles passed to family members, or a plutocracy where inheritance of the family fortune includes government position. Alternatively, the organization may be a more typical government apparatus, only with positions of power inherited.
As a full member of the Corellan League, Costen sends two representatives to the League Assembly, which convenes aboard the Capital Orbital habitat, a station in geosynchronous orbit above Corella.
World Law (L)[edit]
Costen has a moderate law level with laws covering many areas of government and interaction. These laws are simple enough that most people can act as their own advocate, though for serious issues a professional is recommended. Law enforcement officials will be present, but not in great numbers. Light assault weapons, and anything more destructive, are typically regulated or prohibited.
