Boragora is a nonindustrial, rich, agricultural world with improving living conditions due to a bustling agro-economy.
- As an agricultural world, this world is a near-ideal environment for producing quality foodstuffs of plant, animal, and other forms. Quality foodstuffs are a major export commodity for this world.
- It requires extensive imports of outside technology to maintain a modern, star-faring society. Having to import most manufactured and high tech goods drives the price up for these items at this world.
- This is a rich world with a prosperous and thriving world economy.
- Its economy is bustling and an increase in living conditions is expected in the near future.
- It is a Non-Aligned world dominated by humans located in the Matuka Subsector of Outer Reaches Sector.
- This world has an Imperial Scout base, capable of handling IISS starships and personnel.
Astrography & Planetology[edit]
Stellar Data[edit]
Boragora has a solitary primary star.
- It is a yellow main sequence.
Mainworld[edit]
Boragora is a warm, wet, tropical world located at the critical crossroads of multiple factional trade lanes. Known for its laid-back charm and unofficial neutrality, it serves as the anchor point for inter-factional intrigue, backchannel diplomacy, and covert operations. Its independent status and central position in the Reach make it a prized node in the web of politics and trade.
Mainworld Size (S)[edit]
Boragora is a Meso World between 8,800km and 10,400km in diameter. The world has a standard gravity between 0.6G and 0.8G. The horizon will appear about 4.4km away.
Mainworld Atmosphere (A)[edit]
Boragora has a pressure of 0.71 to 1.49 atmospheres. A Standard Atmosphere does not require survival gear and will likely be easy for most sophonts to breathe.
Mainworld Hydrosphere (H)[edit]
Boragora has 75-85% of its surface covered by liquid water with a few large continents and extensive islands. Wilderness refueling is possible.
History & Background (Dossier)[edit]
Originally settled as a transshipment and refueling hub during the late Terran Expansion Era, Boragora gained strategic relevance due to its deepwater harbors, equatorial climate, and proximity to Jump-1 lanes. During the post-Empire collapse, it avoided major conflicts and retained its independence by playing host to scouts, refugees, and smugglers.
As the Reach began to re-align into new powers, Boragora's status as an independent port was cemented by mutual understanding: all sides benefited from leaving it open. Its economy now depends on shipping, tourism, agricultural exports, and high-value local negotiation between rival interests.
World Starport (St)[edit]
Boragora has a Class C Starport, an average quality installation which features amenities including unrefined fuel for starships, some brokerage services for passengers and cargo, and a variety of ship provisions. There is a shipyard capable of doing maintenance and other kinds of repair. Ports of this classification generally have only a downport, unless this is a trade port or system with an hostile environment mainworld.
- The world is host to a Scout Base.
World Population (P)[edit]
Boragora has a population of 1,000,000 sophonts (millions).
- This is a Nonindustrial World, too small to support the complete chain of production of most goods from start to finish.
World Technology Level (T)[edit]
Boragora possesses a Technology Level of TL–8.
- Common Communication technologies for this TL include: Fiber optics, improved telephones, and satellite communication and data networks.
- Common Power Generation technologies for this TL include: Improved geothermal and improved batteries.
- Common Transportation technologies for this TL include:
- Land: Advanced automobiles.
- Water: Triphibians and early artificial gills.
- Air: Improved helicopters and hypersonic jets.
- Space: Space shuttles, early space stations, and improved interplanetary spacecraft (System Craft).
World Government (G)[edit]
Boragora is governed by a Civil Service Bureaucracy. The leadership of the government takes another form (democracy, dictatorship, oligarchy), but the bureaucracy leadership influences policy. The government leadership may select the bureaucracy leadership, but not its membership. Usually the governmental leadership is divided, or incapable of setting policy, and the bureaucracy provides a stabilizing influence. This ruling bureaucracy may be the full government bureaucractic apparatus or a section with limited jurisdiction but considerable influence, like the military.
World Law (L)[edit]
Boragora has a moderate law level with laws covering many areas of government and interaction. These laws are simple enough that most people can act as their own advocate, though for serious issues a professional is recommended. Law enforcement officials will be present, but not in great numbers. Light assault weapons, and anything more destructive, are typically regulated or prohibited.

Trade Data[edit]

Culture & Society[edit]
Boragora is a blend of colonial tropical aesthetics, pragmatic governance, and free-spirited adaptability. Locals are fiercely protective of their autonomy but have learned to tolerate the presence of foreign agents—so long as they respect the unspoken rules. The capital's government buildings sit beside open-air cantinas and coastal markets.
Citizens enjoy modest but stable quality of life, with limited bureaucracy and a permissive legal code. Government functions through rotating civil boards, guided quietly by the authority of the Governor's Office.

Motivation & Future Trajectory[edit]
Boragora seeks to remain neutral, profitable, and sovereign. Its informal leadership understands the world is a lynchpin for the Reach’s economic stability and is determined to avoid falling under the heel of any faction.
Key motivations include:[edit]
- Strengthening covert trade networks with non-aligned systems (e.g., Aramisa, GABROCHAT)
- Playing rival powers off each other for long-term leverage
- Enhancing defense capabilities without appearing provocative
External Reputation[edit]
- Divine Hegemony: A den of heresy and indulgence—yet too useful to conquer directly... for now.
- Celestial Concord: Valuable listening post; Concord agents maintain soft diplomatic pressure.
- Central Federation: Useful midpoint for logistical support and grey-market trade.
- Sovereign Commonwealth: A nostalgic outpost that reminds them of earlier colonial glories.
Boragora is where secrets change hands, alliances are born, and fortunes are made. Its sunset bars and jungle backroads are the backdrop for peace and danger alike.
