Diplomatic communication fleet which operated in the late 1100s and early 1200s after the formation of the Regency and the fall of much of the Zhodani Consulate. The 11th controls all diplomatic and military couriers that operate within Zhodani, Vargr, Aslan or Non-Aligned space. Headquartered at Iderati/Five Sisters.
