- Toward the close of the Solomani Rim War, Cloudia attempted to secede from the Solomani Confederation, but the Armistice ended the war with Confederation forces occupying the system. The Confederation signed the Treaty of Gemstar, which established Cloudia as a Solomani client state with guaranteed internal self-rule but restrictions on planetary naval forces and foreign policy; Confederation forces perform all military space patrols within the system.
- A Cloudian nationalist movement wishes to repudiate the Treaty, and in 1103 Cloudia began building a class of high-performance merchant ships that some observers believed could be convertible to warships.
