A faction within the Second Confederation during the civil wars, with its strongest support in Halcyon Sector. Expansionists believed that Terran humanity’s best chance of survival came from spreading among the stars. They were widely supported by Gens, that broad swathe of society descended from humans grown in GenPods and raised by Hoppers, but unable to reach their full potential due to Confederation-imposed restrictions on movement and promotion.

Those with Expansionist leanings included powerful industrial concerns hungry for new resources, religious and cultural groups seeking solitude, mercantile interests sensing profit, and individuals yearning for space and freedom. It contained a large number of Mantlerists, who sought to have the huge private estates held by Fives broken up into public territory. When the Redoubt Party took control of the Traditionalist movement during the civil wars, large numbers of Fives sought refuge with the Expansionists – this led to friction with Mantlerists. The Expansionists ultimately triumphed in the civil wars, largely due to the Vilani Scare.
