The Consular Guards units are a force multiplier far out of portion with their actual numbers.  They field a higher percentage of psionic troops versus the more conventional forces.  Their existence alone lowers morale in enemy forces, just knowledge of their presence in a theater of action makes the use of cumbersome and expensive psionic shielding necessary.  That cost and drain manufacturing and distribution takes a toll of enemy logistical resources.  Without firing a shot they change the initiative of a conflict and give the zhodani a subtle advantage.  A small number of commissioned specialists can spread chaos and confusion.  They can make forces doubt themselves and it makes them less self confident and secure.  Enemies that can strike anywhere and anytime and can't be stopped are demoralizing.  These effects do wear off.  Seasoned troops with experience dealing with zhodani commandoes and the like, eventually learn what to do and how to handle the threat, but those lessons always come at a cost.  Consular Guard forces are extremely reliable and dependable in the field, they stay on mission and can be counted to achieve realistic objectives quickly and efficiently.  The danger becomes when their commanders begin to believe their own propaganda, that they are all supermen and invincible.  Regular zhodani forces may get the less glamorous duties and missions, but they have to recognize and appreciate the extreme ''esprit de corps'' these units exhibit.  They are used to set a high standard, an serve as an example of what harmonious, unified zhodani culture can achieve, they are an embodiment of the culture's warrior ideals.
