The Vargr Extents has never been a coherent nation. After the arrival of the Virus in the Extents what large-scale structure existed fragmented further but some measure of coherence survived in those regions in Gvurrdon and Tuglikki Sectors that avoided the worst of the Virus by enacting vigorous countermeasures.
The border between the Regency and the Vargr Splinters is as hard and impenetrable as it can be made because of the fear that these remaining splinter states will harbour Virus and thus transmit it into the Regency. The allowing of some trade between the Vargr Splinters and the Regency gives the Regency some modicum of control over the channels of trade between the splinters and the Regency and thos over the splinters as a whole.
