Project Whirlwind is a rumored military program to train psionic commandos for use by Lucan's Imperium.

Lucan denies that such a program exists, calling it a propaganda ploy on the part of Dulinor.

Whirlwind is said to be based on Woerner (Zarushagar 3202), a world heavily patrolled by the Imperial Navy.
