Riiya has an ideal environment and a balance of available water for producing food from plants, animals, or other lifeforms. The system supports a population in the 100s of millions, which makes it too urbanized to be an agricultural world. Government control of this world is by an external military force. This world is designated an Amber Zone. Caution is advised since the world has an environment, laws, customs, life forms, or other conditions that are not well understood and might be a danger to a visitor. This world is a satellite of a gas giant or another planet in the system. It is a member of Third Imperium in the Sapphyre Subsector of Dagudashaag Sector and in the Domain of Vland. Riiya, as a member world of the Third Imperium, holds the estates of an Imperial knight (the Imperial representative to the world) and a baronet, and the fiefdom of a viscount. All three are members of the Imperial Landed Nobility who oversee affairs regarding the world at an Interstellar and Imperial level. This world contains an Imperial Scout Base, capable of handling Scout Service starships and personnel. During the Long Night this world was named Arshi.

Riiya is the second moon of Denaran, the innermost of five small gas giants orbiting a pair of close binary stars. It is a pleasant, if slightly cold, world that has been continuously inhabited since the First Imperium.
History and background
During the early 500s Riiya became an important destination on the Durgaarur Loop, a group of systems lying on the rimward end of the Dagudashaag Main. Riiya became a major trade center, and as its power grew it colonized Linara (Dagudashaag 1936) and Sabhaash (Dagudashaag 2036). But over the centuries its government became more bureaucratic and impersonal.
By the late 900s petty laws and red tape were beginning to seriously affect off-world trade. When protests against government policy were voiced the dissenters were either forced into silence or committed to prison. A guerilla movement, dedicated to the overthrow of the regime, sprang up in response.
In 1054 a series of atrocities committed by government troops came to light which sparked an open rebellion. In 1055 the government collapsed, anarchy followed, and the Imperium sent in troops to restore order. The Scout Service has administered Riiya ever since.
