Vlol is a nonindustrial vacuum world, which warrants hazardous environment precautions.

  • Life in a vacuum requires great discipline. After all, it only takes one forgotten seal on a vacuum suit to spell death. Those who survive tend to be very methodically-minded and attentive to small detail.
  • As a nonindustrial world, it requires extensive imports of outside technology to maintain a modern, star-faring society. The need to import most manufactured and high technology goods drives the price of these goods up in the open market.
  • It is a member of the Province of Jadlapriants, part of the Zhodani Consulate located in the Abrr Subsector of Tienspevnekr Sector.

The Zhodani Consulate maintains itself through a variety of taxes on goods and services. Each council -- planetary or higher -- has the authority to levy a tax on gross income to support services like hospitals, emergency and transport services, or the Tavrchedl'.

World Law (L)[edit]

Vlol has an extreme law level which covers every area of interaction. Laws are complex, detailed, and difficult to understand. Every interaction with the government requires an Advocate. Law enforcement is omnipresent and strict. Legal proceeding can take months to years to resolve and may involve dozens of people. A few worlds with this law level may be a Red Zone and others will be an Amber Zone. All objects specifically manufactured as weapons are typically regulated or prohibited (with no exception for private residences; visiting starships are only protected so long as they stay within designated starports and approach corridors).

Three broad categories of crime are recognized by the Zhodani Consulate: inadvertent, incited, and insane. The concept of premeditated crime for personal gain fits under the insane heading.

  • Inadvertent crime is an unintentional violation or infraction of the law, resulting from inattention. For minor cases the usual punishment is a small fine.
  • Incited crime is an infraction of a law brought about by another, often resulting from an overreaction to inadvertent crime or misfortune. The solution is re-education.
  • Insane crime is a general heading for most major crimes against property or individuals.
