When looking at the TravellerMap we see the Kilong Sector is one of the only regions in Charted Space which has no detailed information. Other than its placement in the Two Thousand Worlds of the K'kree, there is no obvious canonical data about its subsectors or worlds. Is there a straightforward procedure for developing and describing the systems in a "blank" sector such as Kilong? If there are no canonical game materials providing any specific information about Kilong, how would anyone be able to generate the basic outline of the subsectors and worlds? Or is their a policy which would cause us to prefer leaving this sector undescribed?

Excellent! Always interesting to see new subsector and world data. Any new entries with minor typos will hopefully be fixed by the copyedit efforts of the wikignomes. :)

I'm intrigued -- who are sophont code "Klah"? Someone from Bar'kakr not yet mentioned?

Yes. The Klah'k are at Bar'kakr 0522, and are the fourth of the "logistics clients" of the K'kree, along with the Rak'kagh, Hag'hg'k, and Ciruwar. Trusted just enough to build and run Adventure class ships in the name of commerce. Each of them is under the direct patronage of powerful local Krurruna or full Steppelords. Their ships are built without the K'kree handicap and can thus be more efficient carrying cargo around, even when they are forbidden to build anything larger than the smallest K'kree starship. This level of trust inevitably leads to "colonies" like those you are seeing in Kilong; displaced populations found useful for maintaining their own or other ships, as itinerant technical personnel, or as hostages for some other group's good behavior (because K'kree). They'll be listed on that sector page once Bar'kakr gets its full UWP update.
