Having seized the centre of power and emasculated the Council of Noble Officers, Hideki was forced to deal with the regional and provincial powers in order to secure the throne. During his rule, the provincial Naval commanders forced Hideki to reconstitute the Council of Noble Officers as a body with somewhat more clout than he had envisaged. Furthermore, the Council was now composed almost exclusively of provincial commanders and governors, forever breaking the power of the General Staff at the highest levels of Imperial politics.
Hideki survived no less than nine recorded assassination attempts during his rule before dying of heart failure in -2018. After his death, the rumor that his demise was the result of a tenth, successful attempt persisted.
Contrary to official historical records, Emperor Hideki actually ascended to the throne in -2029 with a military coup and the assassination of the supposedly illegitimate Emperor Chandra.
