Oscar Nyeri engineered his accession from Gregarious Driscoll in an acrimonious split that amounted to a palace coup - and found that the very issues that had plagued the previous administration was plaguing his. Worse, the mainland factions were resorting to arms to settle their differences. It was only intervention by Mediators from the Belt (backed by the threat of orbital bombardment) that brought the parties together and restructured both the New Earth Council and officially recognised the balkanisation of the world. The period of the breakup saw Oscar Nyeri lay aside the title of Governor and it was not until 45 that his successor took over with reduced (but actually plausible) powers.
