This world is naturally uninhabitable, and its large Chirper population are dependent on a technological infrastructure maintained by their religious leadership caste -- the 10% Vargr minority.
The local Vargr have an unsteady Charisma so far as other Vargr factions are concerned. On the one hand, they have the zealous, secure loyalty of hundreds of millions of followers. On the other hand, those followers are Chirpers.
