Haladon is a high-population, pre-rich garden world with a billion or more sophonts in population size, and a near-ideal utopian environment conducive to most sophonts, but still lacks adequate population to expand its economy to a rich status.

Haladon is a high population, pre-rich, garden world, functioning as the capital of small regional polity (known as the Haladon Cooperative), and is designated as an Amber Zone puzzle world. At TL-12, this is one of the most advanced and important worlds in the Cabala Subsector of the Far Frontiers Sector. One of the reasons for its designation as an Amber Zone is its extremely restrictive Law Level.
Economy
The Haladon Cooperative is a haven for large merchants and free traders alike; with laws aimed at encouraging interstellar trade, it is one of the most impressive and diverse marketplaces in the Far Frontiers Sector.
