Interpretation of the He code is size 3+, tainted atmosphere, 20% or less surface water. Interpretation of the Po code is very thin or thin atmosphere, 30% or surface less water. The overlay of the two is a very thin or thin tainted atmosphere and 20% or less water. Because it also doesn't have a De code, the hydrosphere is 10% to 20% (more accurately 5% to 25%). Ok. Thanks. In my mind, it should say literally "poor," as in economically poor, but I think your interpretation could work as well.
