Interpretation of the He code is size 3+, tainted atmosphere, 20% or less surface water. Interpretation of the Po code is very thin or thin atmosphere, 30% or surface less water. The overlay of the two is a very thin or thin tainted atmosphere and 20% or less water. Because it also doesn't have a De code, the hydrosphere is 10% to 20% (more accurately 5% to 25%). Ok. Thanks. In my mind, it should say literally "poor," as in economically poor, but I think your interpretation could work as well.

From Book 2, p. 16
> Rich worlds have good climates and environments and are sought after by most individuals as living places. A rich world must have government type 4 through 9, an atmosphere of 6 or 8, and a population of 6 through 8.
> Poor worlds are undeveloped and marginal backwaters. A poor world must have an atmosphere of 2 through 5 and a hydrographic percentage of 3 or less
The Traveller use of the terms "Rich" and "Poor" are definitions of the environment and bio-diversity of the world, and not as much to economics.
A better relationship of codes would be Po/He/Ga and Ri/Ag/In.

The Poor code is just planetographic one. Despite the text from Book 2, it is possible for a "Poor" world to also be a high population industrial world, the opposite of a undeveloped backwater. Because there is no population component to "Poor" it's hard to see how there is any socioeconmic component. Thus my suggestion to compare Poor to Hell worlds and Garden worlds.
Rich coded worlds would be both, like the Ag and In worlds. Thus my suggestion of comparing Rich to Agricultural and Industrial.
