In the chaos following the assassination of Emperor Strephon Aella Alkhalikoi in 1116 several factions tried to take control of the Iridium Throne. Simply by virtue of his physically being on Capital ( Core / Core 2118) Lucan, who claimed the Throne as the nearest relative of the murdered Strephon, headed one of the three major claims.
The claim, and its prosecution, became known as Lucan's Imperium.

Ironically, in his (initial) attempt to preserve the Imperium one of the tools Lucan developed became Virus. Its inadvertent release transformed Lucan's Imperium, over several years, into the Black Imperium.
