Born on Dingir, Yakov's career as a naval officer was unremarkable, although as a protoge of Teresa his rise was predictably rapid. Promoted to Deputy Chief of Staff to Teresa in -2154, Yakov worked closely with the Emperor Teresa before her dissappearance.

Yakov was appointed Regent by the Council of Noble Officers following the ROMS Pericles disaster and held this post for the required seven years before Teresa was declared officially dead.

Yakov continued Teresa's policies with little modification. During his reign, Hiroshi I's Articles of Assumption were rewritten, codifying the leading role of the Navy in the Rule of Man.
