Rickard Colony was founded during the Interstellar Wars period by settlers from Terra. Later Reaver attacks forced a militarization of society and totalitarian government. The revolution in 3401 (allegedly supported by legendary Reaver Captain Blackjack Duquesne) resulted in the current government by participatory democracy of all citizens. The system is well developed, and also well defended.
