Scybria, with vast numbers of troops committed to the Occupation, decides to withdraw to defensible Rissa. It institutes a “scorched earth” policy, destroying defences, facilities and infrastructure as it pulls back. The Firstworlds reoccupies the worlds but the war turns into little more than naval skirmishing, bombing, and occasional surface raids.
