I wrote the following some months after the main article without checking the wiki page first. Following is an alternate to this world's description and can be opted by Referees at will.

Pakkrat Notes (2017)[edit]

As the Zhodani Consulate uses psionics and the Tavrchedl’ to encourage lawful and orderly behavior in its citizens, the Vargr world of Urorangeng is a technological relative. Uorangeng (Knoellighz 1820) A85A6AF-B Ni Wa C:1620 {1} controls its one million Gvegh Vargr with TL-11 Citizen Collars, condensed bands fitted to civilian adolescents once they test high enough to rate citizenship. The computerized collars provide identification, computer and infrastructure access, movement tracking and behavioral conditioning that acts upon the nervous system of the wearer to reward or punish for proper or illegal conduct.

System Details[edit]

Earth-sized at 12,550km and a 1.1 surface gravity, Uorangeng is hindered by a Thin atmosphere on the gentler band of atmospheric pressure and a total world coverage by vast oceans punctuated by shallows, attempts at continents at equatorial intervals. The mainworld has a satellite moon and an extra worldlet, satellite both of which cause a primary and a secondary tide largely missed by all but surfaces submarines docked at oceanic platforms. The system features two Gas Giants and visitors are encouraged to engage wilderness refueling though refined fuel is available at the A-rated and underwater Downport. Authorized belt mining of the hydrocarbon-rich planetoid belt is another controlled region of the system. Mainworld undersea domes connected by vertical shafts to the oceanic surface provide access to the shipyards, drydock repair facilities, Downport and Startown. Extraterritoriality is only upheld at the demand of the nearby Democracy of Greats polity.

The Downport shipyards are Excellent in both TL-11 quality and efficiency. However, local laws mandated that only Jump-2 capable drives be assembled. Jump-1 capability drives are believed to be inefficient and the communistic government has streamlined the two-parsec range at lowered costs to purchase, repair and overhaul. All other drive ratings must seek permits from the Downport administration before a crew may approach the visiting starship. Such special services for Jump-1 and Jump-3 or better drives are priced higher as yet another form of conformity conditioning. It is no surprise that dome crews are happier to gleefully receive all Jump-2 starships.

Planetary Details[edit]

The Thin atmosphere is condensed at the dome level of civilization with the help of the abundant sea flora that produces higher than normal oxygen into the seas. Artificial gill machinery then collects oxygen from the ocean water and add it to the surface atmosphere which is then compressed to a comfortable, regulatory, breathing air for citizens, civilians and welcomed visitors. Berthing fees for such air services are slightly higher unless a crew wishes to walk about or take grav-tubes in their Vacc Suits. Rare is the personal gill device a possession by non-military or non-law enforcement service Vargr.

Government[edit]

Entirely all tested adults citizens, as opposed to their younger civilians, on Uorangeng are ruled by a Charismatic Dictator that has all but abolished the racial Pack structure of the Vargr Major Race through the use of their personal Citizen Collars. This has created a communism environment where all citizens are supposedly egalitarian under the strict control of their citizenship devices. To not wear one’s collar is to deny that citizenship. All facets of home-to-work-to-recreation life are regulated through city, dome and ward supercomputers that monitor wearers of the Citizen Collars. Daily, the devices stimulate through the metal band’s contact with the neck and base of skull to provide pleasurable induction currents. Food becomes more enjoyable, entertainments become more entertaining, endorphins and dopamine from the endocrine system flows more freely. However, miscreants and outright illegal behaviors detected by the computers warn and then punish a curfew delinquent, ward deviant or lawbreaker with a varying level of pain amplification induction. A side effect of the Citizen Collar is that over the first decade of wear and use causes permanent fur (or hair in the case of Zhodani immigrants) loss under the collar’s band. Many exiles to the Colony world of Thaeirrgkues (Knoellighz 1620) two parsecs away are identifiable by their band of glabrous neck flesh.

The Charismatic Dictator, a life-long position that may not abdicated, appoints a cabinet of sycophantic administrators and Emissaries to help decide how best to lead legislative bodies from each dome and the capital city to enact laws. Obedience is kept through the supercomputers and an efficient and monolithic citizenry is enforced through conditioning. Citizens are aloof to any Travellers and visiting starships that for obvious reasons do not sport Citizen Collars. Many citizens gently and politely redirect such people from the stars back to the Downport and inside the XT line. The only police units available are headquartered at the Downport and at stations throughout the Startown to respond to disturbances from visitors.

Were a citizen, wearing a Citizen Collar and granted full access to all rights and technological privileges, to actually and willfully break a law, a Law Enforcer career Vargr of Uorangeng can request that the nearest supercomputer transmit a command to administer a stunning induction to the lawbreaker once identified. Rendering the lawbreaker unconscious, a detention until trial can be undertaken. For repeat or severe crimes, the Citizen Collar is removed and the former citizen is transported to the Colony of 90,000 convicted exiles on Thaeirrgkues and is cut off from their former life permanently with no chance of parole and reintegration back to Uorangeng society.

Naturally, such a repressive society has given rise to a resistance faction that has used illegal and imported technology to both remove their locked collars, but also to hack into the system network and obtain needs via the modification of a Citizen Collar. Often the resistance faction will wear fake Citizen Collar mockups to appear as normal citizens of Uorangeng while engaging in illegal activities out of sight. This faction engages in terrorism by use of electromagnetic pulse (EMP) bombs that temporarily disable area networks to give windows of opportunity for further mayhem.

News media on Uorangeng is a tool of the government and also serves to condition its citizens. While free speech is encouraged, it is not the normal practice by citizens who would rather not be reminded of their good fortune and privilege. With this level of conditioning by state-controlled media, standardized needs and entertainments, the pleasured rewards of the Citizen Collars and the general freedom of movement between work, home and recreation, the Vargr of Uorangeng generally consider the entire society a single, superPack. There are no programs of rehabilitation for repeat lawbreakers and the law abiders generally adjust to the loss of a loved one turned miscreant. Though the resistance faction is eroding industry efficiency and causes Urorangeng to rely more and more on its Colony to make up for shortages, the general populace will say to a visitor that they are happy, not unlike the Zhodani Consulate Humans two subsectors to Spinward.

Classic Era 1105[edit]

It is at the beginning of this span of time that the nearby Democracy of Greats demands Extraterritoriality at Uorangeng’s Starport.

Rebellion Era 1116[edit]

The Rebellion of the Third Imperium does not get past system network media here on Uorangeng and as such the populace is largely ignorant of news from outside Knoellighz Sector.

Virus Era 1130s[edit]

Unfortunately, Virus makes its way into Knoellighz Sector and tries to enslave Uorangeng through the Citizen Collars. A lack of understanding Vargr conditioning causes Virus to fail in this endeavor. Many citizens die by over-charged stuns to their Citizen Collars. However, the resistance movement plays its entire arsenal of EMP weaponry throughout the 1 million populace and the citizens must undergo a forced therapy to adapt to joining the Wilds. While insulation from Virus does come eventually from nearby Serue (Knoellighz 1221), the mainworld undergoes upheaval as citizens debate with the young civilians and the resistance fighters to free the domes from the rule of Virus Empire Builder Strains and how to proceed with citizenship from then on.

Emissaries from Serue and Envoy-Diplomats from the Zhodani Consulate assist with rebuilding Uorangeng.

Conversely, vampire ship bombardment barely slows the protected Downport under the waves shielding them from laser fire, missiles and ortillery. Only surface platforms and shafts are destroyed by Doomslayer Strains. Most vampire fleets either press on from Urorangeng or are herded away by Quarantine fleets out of Souo and Serue as well as the recovering Ascendancy Pact. Due to their splintered polity, the Democracy of Greats does not show to help Uorangeng at these times of need until Quarantine measures can be put into effect.

Empress Wave 1138[edit]

As psionics is illegal on Uorangeng and illegally used by resistance fighters, many leaders of the faction that are tested and trained are driven mad in 1138 as they spark a rush to attack each other, non-psionic civilians and citizens. Both the law-abiding and the resistance must put down the uncontrolled frenzies of Psions in the following eleven years as the phenomenon washes past Uorangeng. Many innocent Wild talent psionicists are swept up in the Empress Wave and are either stunned, exiled or put down. Emergency legislation is undertaken by the Charismatic Dictator, his cabinet and the congress of the undersea domes.
