I created this so I could add some flavor to the main Pax Rulin entry. -WTR Going to have to read up on the previous Materials so I don't step on stuff.

Emperor Artemsus seems more likely, as even Mora was settled after Cleon I and II, and Mora is considered the first notable Third Imperium settlement beyond Deneb Sector due to being at the end of a fortuitous path across Deneb. Regina and Rhylanor were up to three decades later, and still within Artemsus' reign.
