The Kebkh are a creation of DGP, and were supposed to be part of their "Baddies from the Core" plot line. The Kebkh are the immature form of the Sparklers, in the same way Chirpers are the un-caste version of the Droyne. The events in the Agent of the Imperium scrubbed the home world, Deyis II, of all living things. So it's unknown what the status of this race is.
The Kebkh have been a major point of dissent within much of the community and have interacted with several major plot points as Thomas mentioned. Since the Sparklers have never been fully canonized, they were scrubbed in AOTI. Like much of Traveller lore, many fans love this plot element that originated with DGP, and are welcome to use and enjoy them. However, they exist in the OTU as semi-canon at best.
