Stazdovare is governed by a Representative Democracy where government leadership is by representatives elected by eligible voters. What determines an eligible voter varies. Three broad categories of crime are recognized by the Zhodani Consulate: inadvertent, incited, and insane. The concept of premeditated crime for personal gain fits under the insane heading.
- Inadvertent crime is an unintentional violation or infraction of the law, resulting from inattention. For minor cases the usual punishment is a small fine.
- Incited crime is an infraction of a law brought about by another, often resulting from an overreaction to inadvertent crime or misfortune. The solution is re-education.
- Insane crime is a general heading for most major crimes against property or individuals.
