Although holding the Rank of Sector Admiral, Admiral Lord Liang was not the Sector Admiral for the Spinward Marches Sector at the start of the Fifth Frontier War, but for the neighbouring Deneb Sector. Hence, although the most senior Admiral in the war-zone, political considerations saw his potential (as he saw it) frittered away.
