Description[edit]
This subsector is named for a prominent High Population world, Kouevi (Katoonah 2434). Much of the region is undeveloped, however, and pirate factions have long operated on the fringes. One such group has become so powerful it has established a full-fledged "pirate kingdom" controlling several star systems.
