Winnetka was colonized during the Interstellar Wars by refugees from the combat zone of Terran Confederation space repeatedly invaded by the Ziru Sirka. The multiple independent colonies have never been able to agree on a form of central government agreeable to all, but none are aggressive enough to unite the world by force, so the world is balkanized but generally peaceful.
