Chief Kemp started out as a police officer on Big Rock, and after over a decade of service moved to the "Quiet" job of Chief of Hospital Security on Chikitsa Kshudragrah.

He is now responsible for the policing of the entire asteroid - a job made politically complex by the presence of a garrison from Siwan Station.
