The Colonists (or Downers) that wanted to settle New Earth before spreading across the system and the Captains, who wanted wider settlements (thus justifying the maintenance of the Fleet) fell out in Year 8 and the Captains deliberately ignored the Downers claims and took nearly 2000 people to settle the Belt. They returned to orbit in Year 12 laden with refined metals and bought their independence by a combination of carrot and stick - usable resources or have the lot delivered in free-fall from orbit. The negotiations of Year 12 have the dubious claim to be the first extra-solar deployment of troops in action as the Captains ensured the right of their shuttles to leave New Earth's Spaceport.
Aftermath[edit]
The effect of this event was that The Fleet broke up into three parts:
- Touchdown on New Earth
- The Belt in The Belt
- Union Lines acting as an inter-planetary transport company
