Note that the MegaTraveller sourcebook Alien - Solomani & Aslan presents the Boötean Federation as strong Solomani Confederation member-state, a multi-world government within the Confederation.

Both GURPS and Mongoose Traveller do not use Confederation member-states as a concept, referring to these multi-world groupings as semi-formal associations, alliances, or coalitions. In these sources it is unclear if the Federation actually exists as a distinct political entity, or has been retconned into simply a alliance of neighboring worlds.
