H'sui Shen Liang was a leader of the Rule of Man, serving as vice-governor of Hub/Ershur province during the reign of Empress Elize Papete. He was also an admiral of the Second Imperium's interstellar naval forces and a member of the Council of Noble Officers.
After the death of Elize in -1997, he was elected Emperor of the Hub/Ershur Imperium by a faction of the Council.
