The Federated Domain of Rurevayn evolved in Rurevayn from the Empire of Last Sane after the Disarmament Movement. The FDR is ruled by the Moot of Ports in a continuous meeting at the Mother of Ports.

The Mother of Ports is a former Imperial TF11, that was nearly finished at the docks of Imaparlu when virus arrived. The Mother of Ports was one of the first new ships build by the Empire of Last Sane, and reconfigured as the first JumpPort. The Last Sane installed several automatic fabrication facilities from JumpStart caches, extended the crew area to host half a million people, and modified the tank to be collapsible to become a dock to build and maintain ships. So, she became the first jumpable Starport in Rurevayn and a major tool for reinstalling civilization. The TF11 is mainly using TechLevel:11 equipment. Teaching how to secure low level computers from infection by low level virus strains was of uttermost concern to the new parent strain virus culture, that called themselves awaken.

The first Project of the Mother of Ports was offering a YachtPort at any friendly World in Rurevayn as a subsidiary from the Empire of Last Sane and the Gushemege Merchantile Guild. Most of those YachtPorts expanded quickly and ruling Rurevayn by a vampire fleet calling themselves the Last Sane became obsolete soon, especially as this vampire fleet depended on the maintenance of the ports. This new form of Government was the Moot of Ports meeting at the Mother of Ports who jumps once a month to one of the systems in Rurevayn. The Mother of Ports is escorted by a large fleet of traders, diplomats and support vessels, so hosting the Moot of Ports draws a lot of resources, especially to those worlds in Rurevayn that still have a low population level. Each visit by the Moot of Ports is also boost the host economy and culture, comparable to a visit of the Kaiser during the medieval Holy Roman Empire.
