"Shadow Emperor" of the Ziru Sirka, as one thing that impedes change in the Imperium.
He manages the Shangarim (castes), Gisadia Ziru Sirka (Imperial Army) and Aasha Ziru Sirka (Imperial Navy), and all incidents in the Imperium. In Ziru Sirka, he is the sole source of law. The five factions must interact each other through Ishimkarun and may not interact with each other themselves.
He can only interact with Igsiirdi's 15 chosen members; 1 for each by the Imperial Army and Navy, 3 each by the three shangarims, and 4 chosen directly by Ishimkarun.
