He manages the Shangarim and Imperial Army and Navy, and all incidents in the Imperium. In Ziru Sirka, he is the sole source of law. Former 5 faction must interact each other through Ishimkarun and may not interact with each other themselves.

He can only interact with Igsiirdi's 15 chosen members; 1 for each by the Imperial Army and Navy, 3 each by the three shangarims, and 4 chosen directly by Ishimkarun.
