[[Scybrian Polyarchy|Scybria]] was able to bring about a cessation of these insurgent activities – most were in fact covert operations run by its own intelligence agencies – and broker a general peace settlement amongst the major states. The treaty required the various signatories to begin to disarm. Not all of the insurgents complied with the Peace, and in fact Scybria continued to supply and equip them.
