The suggestion that the planet is to be terraformed (which is explicitly noted as an unpublished factoid) also suggests that the NIL is about to have a nasty surprise as its ecology gets trashed. Or it may be the explanation for the more frequent Sixes attacks. How hard-fact is that factoid?
