According to Traveller map, some massive populations and many industrial systems. I think it makes sense, though -- this is a "neutral" production and supply zone for all the Aslan wanting to seek land to rimward (especially the non-Hierate barbarian Aslan populations, who can't call upon powerful patrons in the Tlaukhu, etc.).
