The usual source of canon for the wiki's world articles is the Traveller Map, wherein Strend is still listed as TL-14. Based upon discussions with Don McKinney during the T5 Second Survey updates, I think the Traveller Map (and the wiki) is the correct TL rating for Strend. Sorry, should have been clearer about that. I, as a personal preference, would like to keep astrogation articles in the wiki (e.g UWPs, sector/subector names, etc.) in sync with Traveller Map. If you find a divergence between Traveller Map and published canon (e.g. MGT AM1 as you posted) there should be, at minimum, a note to Joshua that a change needs to be made. And then the wiki updated to match that decision.

As a matter of historical order MGT AM1 was published before the T5 Second Survey work was completed. So it's probable that the T5 Second Survey deliberately changed the TL to match the T5SS standards. The T5SS changed a fair numbers of worlds in the Spinward Marches as another example, much to the confusion of several people. So two different points conflated.
