This world has billions of people at TL-3. Since the atmosphere is exotic and the surface waterless, it's hard to believe that these numerous low-tech inhabitants are Aslan. This seems like a Minor Race homeworld. The "multiple clans split control" rating might suggest that all local clans trade freely with the natives?
