Notes (2014)

At 10,000 tons it appears to be a little light for a heavy cruiser. Ship Type Codes have heavy cruisers coming in at 50,000-100,000 tons. 10,000 tons is more in line with a light cruiser.

Pay attention to the TL of this craft. At TL-11, 10Ktons is sized for a heavy cruiser. At TL-8 it is a main line battleship. By TL-14, it is on the small size of a light cruiser.

So is the designation based on the types and numbers of the weapon suites carried?

The types are based upon a relative scale of size and weapon suites carried. So Battleships > Cruisers > Destroyers. But the exact destination varies by TL (or over time). As you've been discovering, the assignments are a little arbitrary. And sometimes vary based upon the set of design rules used to build the ship.
