Zhodani Consulate
100 years ago, the planet was consumed in nuclear war. Given the extensive damage to the planet, most of the population had perished, and the Consulate evacuated almost all the other survivors. The Consulate has a number of bases on the planet to clean up the radioactivity, and make the planet easily habitable one day. Of course such an outcome was supposed to be impossible under the Consulate, so a lengthy investigation was conducted without a satisfying conclusion as many of the instigated perished during the exchange which was said to have lit the atmosphere on fire briefly.
Of the estimated 20,000 on-world, about 5000 are involved in the cleanup efforts, and 15000 are scattered thought the world, their parents having stayed rather than be evacuated. A typical survivor settlement is a makeshift slum in one of the outer suburbs of the major cities, typically with a tall wall with razor wire on it. They have some militia, and there are a few with psionic talent, but without formal training, only a few retain their talent into adulthood. These have formed an elite in the villages. Outside the walled cities, a number of bandit gangs operate openly and without any real opposition except their (usually) well armed victims. The Consulate is expected to clean up the banditry, but thus far the priority has been to clean up the atmosphere. The bandits usually leave these people alone.
The starport is near the complex for the cleanup corporation, and had a supply of fuel and repair facilities, though this is not normally available to anyone visiting. There are some traders that service this base, and a few remaining settlements on the rest of the world. Hence a landing craft cannot expect fuel or repairs, and would be encouraged to leave once their trades are completed.
The tech level is an estimate, the typical equipment of the Zhaodani decontamination force is 13, and the people living in the wastes can product things to TL5 typically, but usually have things up to TL12 including lovingly maintain grav vehicles. There is a great struggle for electricity and fuel, and there are some coal fired plants in service, and at least one fusion reactor is putting out about 20% of it's previous power, though the stores of deuterium and tritium are dwindling. The reason the planet isn't an Amber Zone is a mystery.
Rumors are of some high tech research in a bunker somewhere near the ruins of the major city, has plans for a weapon that can turn the atmosphere on fire, and indeed was the major weapon used in the war. The Zhodani are tight lipped about this, though an observer would see numerous expeditions sent out to comb the ruins. Imperial, Darrien and Sword World independent traders have been known to visit the planet, the Zhodani haven't interfered thus far, but keep a watchful eye on them when they land.
