Proposed possibility for placement: Ushulu in Gushemege.

It's at the "edge" of early Third Imperium space; the mainworld has 20% Hydrosphere, which matches that of Artoria; there are 12 planets in the system (also a match); the population is high enough to justify a homeworld; and the government code of religious dictatorship could be justified as referring to the ultra-conservationist morality of the Asym (ecological strictures applied with absolute moral certitude?)

Problems: Artoria should have 2 gas giants, Ushulu has 0, but that can be changed on Traveller Map. More difficult, two stars rather than one, but if we assume the second is a distant companion...

Aha, I think I have it. Minaforra in Ilelish. Number of planets fits, number of gas giants and belts fit, star fits, location works...

Mainworld or secondary? Relatively low population fits the species lore, and hydrosphere of 30 instead of 20 can be explained as the Imperium nudging the planetary climate over the centuries... but atmosphere is wrong. So secondary world, I suppose.
