The latest version of the T5 Second Survey data seems to have dropped the Red Zone (also listed in the Mongoose book) and pop multiplier from 2 to 0.

One of the corrections done by the T5 Second Survey crew is to fix the population multiplier on worlds where the population and TL are both zero. That is population multiplier for a barren world should be zero. I suspect the Red Zone has been removed because it's not an Imperial world and the Aslan don't have such designations.
