Yes, of course you saw this coming. The Kikuyuns have an advanced technology lab, combined with a Psionic Institute. The initiates are trained in clairvoyance and clairaudience skills which allow them to see and hear without those physical senses. They are trained in weapons and martial arts and use advanced implants, manufactured offworld and discreetly imported, to supplement their sensorium. Advanced practitioners can teleport into and out of secure bases and perform almost magical feats. This walk thru walls ability is spoken of by the locals only in hushed tones, as you truly never know when the guardians are listening and watching - in reality, advanced spy gear and sensor nets are used to accomplish some of these feats. This covert surveillance, combined with their fearsome reputation, allows a small number to enforce law over a vast planetary area.

Covert Imperial aid is suspected at the highest levels, though the Sector Duke may have plausible deniability. Colonization agencies have tested and monitored the elevated and genetically modified species for a long time.
