Duke Galiano, was selected to supervise and lead the local Marine Forces. His troops provide security for the local scout base and the orbital shipyards. Galiano is a learned man, a fluent, elegant and forceful speaker. He is a very small and irritable man. A bitter enemy to any who stood in the way of his advancement. His personal secretary Oliban, was sent from the subsector capital, Shenk (world) A554823-E, to carry vital messages about a rival Duke Rivas. Duke Rivas who was responsible for colonization and resource exploitation, and Duke Galiano would often report on how Rivas was handling affairs in the name of the emperor.
